Heraldo de Madrid - Met Police Chief Warns Against Lifting Football Alcohol Ban Amid Safety Concerns

Metropolitan Police Commissioner Sir Mark Rowley has issued a stark warning against any move to permit fans to consume alcohol inside football stadiums, citing persistent risks of violence and drug abuse. Speaking at the London Assembly on Thursday, Rowley emphasized that the police service remains deeply concerned about safety issues that continue to plague match days despite decades of regulatory efforts.

Rowley’s intervention addresses ongoing political discussions regarding the 1985 legislation that prohibits the sale and consumption of alcohol within view of a football pitch. The law was enacted following a period of significant disorder in English grounds, with then-Home Secretary Leon Brittan identifying alcohol as a major contributory factor in violent behavior at the time.

However, the regulatory landscape is currently under review. Prime Minister Andy Burnham has recently signaled a potential shift in policy, arguing that the current restrictions are outdated. In September, Burnham suggested there was a compelling case to remove what he described as discrimination against football fans, noting that the existing legislation dates back to an era when the culture and nature of football were fundamentally different.

Rowley rejected the notion that the landscape has changed sufficiently to warrant such a liberalization. Addressing assembly members, he stated, "I wish the culture at football matches was the same as it is at other sporting events – it’s not." He highlighted that police forces still encounter significant challenges on the ground, including incidents of violence and drug-related offenses.

"Any step back at loosening the regulations would have to be really carefully thought about," Rowley told the assembly. "I’m worried about the violence we still see at matches. I’m worried about the drugs we see at matches. So I’d be very cautious about it."

The Mayor of London was also questioned regarding his stance on the issue but declined to offer an immediate verbal response, promising instead to provide a written reply in due course.

Gareth Roberts, a Liberal Democrat assembly member who raised the topic with both officials, criticized the Prime Minister’s approach. Speaking to the Local Democracy Reporting Service after the session, Roberts argued that the government was prioritizing political optics over operational reality. "When the Met Commissioner expresses serious concerns about lifting the football drinking ban, the Prime Minister should listen," Roberts said. "Instead, he’s playing to the stands while ignoring the officers on the front line. After years of relentless police cuts, the last thing our police force needs is a Government making their jobs even harder."

A Home Office source clarified the government's current position, stating that there are no imminent plans to amend the law preventing alcohol consumption within view of the pitch at designated matches. The source added that alcohol controls remain under continuous review, with authorities taking into account ongoing issues regarding football disorder and emerging trends.

Beyond the debate on alcohol, Rowley used the platform to highlight the substantial financial burden placed on police forces by match-day policing. He revealed that operations across all games in England and Wales cost approximately £70 million last year. Analysis from the United Kingdom Football Policing Unit (UKFPU) indicates that clubs reimburse only a fraction of these costs, leaving taxpayers to cover the remainder.

The disparity is particularly acute in London, which hosts 14 professional football clubs, including reigning Premier League champions Arsenal. Recent data shows that policing operations at matches in the capital cost more than £23 million in the 2023/24 period, with just over £2 million reimbursed by clubs.

Rowley described this dynamic as unsustainable, urging the government to implement a "polluter pays" model. "It’s a big amount of police resources that are going to police football matches – I would like to see that fully reimbursed," he said. "And I know the government’s considering it."

The Mayor of London expressed support for Rowley’s position, noting that adjustments to reimbursement structures could provide additional resources for London. "We’re hopeful we can get further support in relation to this important issue," the Mayor said.

This push for financial reform aligns with comments made by Policing Minister Sarah Jones in October 2025. Jones confirmed that ministers were concerned about the high cost of policing football matches falling on the public purse and were actively exploring ways to address the imbalance.

The Department for Media, Culture and Sport was contacted for further comment regarding the potential policy shifts.
